Lockwood Hills is seeking a senior manager to lead and motivate multiple internal and external stakeholder groups through socialization, development, promotion, and policy advancement for a series of training system information technology capabilities. The Research and Development Governance Manager will work closely with cross-functional teams to promote awareness of training system and learner data capabilities, build shared awareness of related capabilities developed across the DoD, and work as an advocate to transition from legacy to modern Advanced Distributed Learning (ADL) Initiative developed systems. The ideal candidate will have a combination of the following type of skills: **Responsibilities** + Builds, maintains, and communicates ready grasp ADL portfolio capabilities related to learning management systems, delivery of training content and performance support environments, learner records, course catalogs and content repositories, credentialing and competency systems, and related capabilities + Builds, maintains, and expands IEEE standards related to learner data, learning experiences, learning content, competencies, credentials, shared data, and related capabilities + Builds, maintains, and expands DoD and Government relationships involving external organizations, other government stakeholders, and industry representatives + Develops, maintains, and oversees Government and industry working groups and communities of practice related to distributed learning + Leads or contributes to formal technical program plans to drive technical excellence and manage a team of software engineers and software developers to develop and improve tools, processes, and systems + Identifies and prioritizes requirements in close coordination with the Program Manager and Government customer + Establishes and communicates clear project scope and priorities for a portfolio of development projects + Assists in developing program documentation, including Standard Operating Procedures (SOPs), briefings, Statements of Work (SOW), best practices and other project execution documentation to ensure compliance with applicable DoD and Federal regulations. + Maintains rigor to ensure accurate and timely project documentation management and reporting + Works closely with cross-functional teams to promote awareness of training system and learner data capabilities, build shared awareness of related capabilities developed across the DoD, and work as an advocate to transition of Advanced Distributed Learning (ADL) Initiative systems **Qualifications** + Must be a US Citizen and able to obtain and maintain a US Government Secret Clearance + Bachelor’s degree in information management systems, computer science, computer engineering, or in a related discipline. + Two (2) or more years of experience working with the development of data, system, and interoperability standards recognized by the IEEE. + Discussing capability transition and shared requirements will include highly technical discussions with other developers, as well as more succinct summaries for layperson leadership for whom presentations should be simplified + Developed program documentation, including Standard Operating Procedures (SOPs), briefings, Statements of Work (SOW), best practices and other project execution documentation to ensure compliance with applicable DoD and Federal regulations + Created system capability summaries, IEEE standards composition, editing, and maintenance, and technical reports + Assisted in developing program documentation, including Standard Operating Procedures (SOPs), briefings, Statements of Work (SOW), best practices and other project execution documentation to ensure compliance with applicable DoD and Federal regulations + Communicated and presented (both written and verbally) to high level government personnel including Flag Officers and SES + Collaborated to learn, understand, and navigate relationships among senior DoD, government, and industry stakeholders through discussions focused on adoption of new standards, establishment of data agreements, and mutually shared interests to be captured in memoranda of agreement + Gathered operational requirements and translating them into technical requirements for development projects + Lead complex technical projects across cross-functional teams + Managed multiple tasks within a fast-paced, high-volume, dynamic work environment across multiple projects + Worked with learning management systems, learner records, data management, distributed learning, and learning science + Mental flexibility with the ability to adapt to rapidly evolving requirements and priorities + Dealt with analytical and problem-solving skills to make sound decisions and approach problems with curiosity and open-mindedness + Ability to approach tasks in a structured, reliable, and foresighted manner with a high level of initiative, individual responsibility, enthusiasm, positive, "can do" attitude, and strong social skills **Desired Qualifications:** + Program or Project Management Professional (PMP) Certification + Master’s degree in Information Management Systems, Computer Science, Computer Engineering, or in a related discipline + CompTIA Network +, CISSP, CAPM®, ITIL, AWS (Dev, Cloud) + Expertise in DevOps/agile management and associated applications + Experience with cloud computing platforms including AWS + Basic understanding of RMF, NIST, and quality control processes for IT environment development and maintenance efforts **Pay Range** $115,000 -
