Your Specific Responsibilities:
This position spends more than 50% of the time engaged in supervisory responsibilities including communicating with, motivating, training, and evaluating employees and planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations; meet with staff regularly to discuss performance; complete performance reviews; maintain vacation and work schedules, ensuring proper coverage; and complete timesheets.

This OPERATIONS & MGMT CONSULTANT MGR- SES position is an advanced professional position responsible for oversight of a county wide Public Health Preparedness program. This is an independent and complex administrative senior level consultative position that provides operational and management coordination for Emergency/Disaster preparedness, response, recovery, and mitigation activities and strategies for DOH- Volusia County. The incumbent in this position will act as DOH- Volusia’s lead in the development and promotion of emergency preparedness and response capabilities on a community-wide level to “all hazards” through standardized emergency protocols, collaborative training and simulated exercises. This position provides direction, guidance and counsel to all staff including the Administrator and Senior Leadership Team. The position reports to the HEALTH MANAGER- SES (position #6400496). Duties include but are not limited to the following:
Management and Supervision
This individual is responsible for the supervision of staff including appraisals, planning and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively reccomending such actions. This will involve frequent interactions with the community, clients, provider staff, etc. The incumbent is responsible for related duties such as strategic planning, budget recommendations and disaster planning, response and recovery.
Work Group Facilitation and Project Management
Facilitates, coordinates, and manages assigned projects and work group activities that develop protocols and plans required to attain DOH- Volusia’s emergency preparedness goals. Responsible for leading DOH- Volusia in planning, training, implementation and overall coordination of multi-disciplinary team approach to disaster preparedness. Reviews administrative policies, procedures, guidelines and related directives to be implemented; evaluates impact on operations; identifies potential problems; recommends appropriate action. Investigates, assesses, analyzes and makes recommendations to resolve issues and problems. Some products must be collaborative efforts of workgroups comprised of representatives from various organizations. The position leads and facilitates workgroups to include, but not limited to: recruiting members, arranging meetings, preparing agendas, facilitating meetings, and drafting products that meet preparedness and operational objectives. Plans and coordinates activities related to Special Needs Shelters. Facilitates communication and dissemination of information amongst DOH-Volusia staff and community-wide emergency response partners.
Response Operations and Preparedness Exercise
Responsible for leading the coordination of preparedness activities to ensure a high level of staff competency for emergency response operations using the Incident Command System. Activities include, but are not limited to, cultivating partnerships, receiving and giving training, participating in and arranging exercises and drills, preparation of After-Action Reports with specific corrective action steps, and other advanced preparations for emergency operations. Utilizes the quality improvement cycle of Plan-Do-Check-Act to identify and correct gaps in preparedness operations.
Administration and Training
Prepares status reports of preparedness projects, such as Schedule C preparedness activities. Manages and/or writes grants for preparedness funding. Coordinates with state and national partners to provide training in Volusia County. Provides oral and written communications on pertinent preparedness information received from meetings, trainings, and conferences. Conducts NIMS ICS Training for staff and applicable partners to ensure compliance with FEMA requirements. Responsible for all Emergency Operations Plans for DOH- Volusia. Responsible for Public Health Preparedness budget, purchasing and all other related expenditures.
Other duties
Ensures timesheets, EARS, and mandatory trainings are completed in a timely and accurate manner.
Required to participate in emergency activities, such as but not limited to shelters, natural disasters and bioterrorism-related events.
Performs other duties as assigned.
Required Knowledge, Skills, and Abilities:
Knowledge of CDC Public Health Emergency Preparedness Capabilities, FEMA planning principles and guidelines
Knowledge of Incident Command System (ICS) and National Incident Management System (NIMS)
Ability to supervise and direct employees
Ability to lead, mentor and develop staff
Qualifications:
Minimum -
Must have knowledge of CDC Public Health Emergency Preparedness Capabilities, FEMA planning principles and guidelines
Must have knowledge of Incident Command System (ICS) and National Incident Management System (NIMS)
Must have ability to supervise and direct employees
Must have ability to lead, mentor and develop staff
Must have two or more years’ experience as a Public Health Preparedness Planner or with Emergency Management (Federal, State, County)
Must have you completed FEMA training IS100, IS200, IS700, IS800, ICS 300 and ICS 400
Preferred -
More than five years of emergency response experience (Command or Support role)
Minimum of one year of emergency response leadership experience (Command)
More than five years of response experience at an Emergency Operations Center
Minimum of one year of supervisory experience
