DESCRIPTION OF RESPONSIBILITIES: + Develop financial spend plans and formulate budgets. input this data into CERBERUS and track variances to actuals within the system. This is a monthly task. + Report on and analyze Status of Funds and maintain financial checkbooks. + Develop and process funding packages for commitment of funds. analyze and process all incoming and outgoing funding documents. + Assist the Government in the DoD Program Objective Memorandum (POM) development and submission process in accordance with all Command policies and guidance. + Assist the Government with the Navy Command and Office of the Secretary of Defense Budget Estimate Submission processes and exhibits. 5.2.5.6 assist the Government in the President's Budget submission process and exhibits. + Provide support to the development and execution of the overall PM TRASYS operating budget. accurately complete development and execution tasks as directed by the Government in accordance with all Command policies and guidance. + Support the preparation of funding data for review. accurately complete funding tasks as directed by the Government in accordance with all Command policies and guidance. + Prepare obligation and disbursement phasing plans. accurately and completely prepare obligation and disbursement phasing plans as directed by the Government in accordance with all Command policies and guidance. + Prepare internal and external funding documents for Operations and Maintenance, Procurement, and Research, Development, Test and Evaluation appropriations in a multiple year environment and follow funding documents from origination to close out. + Review and research contract modifications, funding documents and other financial reports for un-liquidated obligation balances at least weekly. load and maintain data regarding obligations for contracts, travel, training, awards, labor, and funding documents in various spreadsheets, and prepare management level reports and presentations on funding and budgets. coordinate activities to complete customer requests for financial and funding data, to include assisting in estimating the cost of required activities and submit to the Government for final approval and transmission to the customer. accurately and completely perform the required actions as directed by the Government in accordance with all Command policies and guidance. + Support the development and submission of various forms and reports including POM taskers and briefings (throughout the year), Program Management Review briefings (ordinarily quarterly), information papers, and impact statements, as required. accurately and completely support the required actions as directed by the Government in accordance with all Command policies and guidance. + Submit execution reports on a weekly basis to support PM TRASYS-level monitoring and EOM reporting requirements. Reports include but are not limited to the Active Funds Status Report, Program Manager Execution Report, Expiring Funds Report, and Financial Management EOM Brief. + Dormant Account Review. DAR-Q - Testing, review, and analysis in support of Command DAR-Q activities as documented in the DoD FMR 3 Chapter 8. + Perform financial reconciliation and database research (to include Unliquidated Obligations). manage and reconcile unliquidated obligations, commitments, obligations, and disbursements using PowerPoint presentations, Excel spreadsheets, or Information papers daily, or as required and utilize various etools to include Defense Agencies Initiative, WAWF, Electronic Document Access, DTS for voucher status, CERBERUS, and others as required to provide supporting documentation to these reports; and establish controls to maintain visibility of actions. research, reconcile, and collect documentation for current, expired, and canceling year transactions to assist the Government in completing the DAR-Q. review current and dormant records identified for the triannual period by the MAO for review in accordance with the performance standards. + Perform testing of DAR-Q samples for expired fund records and submit completed samples in the DAR-Q system tool. Adjustments to records must be supported by KSDs provided to the appropriate program office or MAO analyst to adjudicate and/or record in the accounting system. + Review Command DAR-Q submissions including validation codes, comments, and KSDs, to ensure compliance with DAR-Q guidance and submission timelines. identify records not in compliance with guidance along with explanations to the DAR-Q Analyst. + Prepare a summary report of Command DAR-Q samples, trends, lessons learned, and recommendations for future remediation. + Identify and report any accounting practices not in accordance with the DoD FMR to the DAR-Q Analyst. + Assist in conducting DAR-Q review quarterly + Use the Advana Tool while performing the DAR-Q. + On a weekly basis, review commitments, unobligated and obligated, and unliquidated transactions. contact the performing activity, contracting activity, billing activity and/or payment office to determine the status of all MARCORSYSCOM dormant transactions. document and report weekly any communication to the responsible financial management personnel. + Other duties as assigned by Supervisor. REQUIRED EDUCATION AND CERTIFICATIONS: Bachelor's degree and four plus (4+) years of experience desired. Work experience can substitute for degree(s). REQUIRED SKILLS AND EXPERIENCE: + Apparent experience and skills in the areas of: Spend Plans, Unliquidated Obligations, commitments, obligations and disbursements. + Experience providing financial support where activities must follow guidelines associated with: + (1) OMB Circular A-11 + (2) DoD 7000.14-R Financial Management Regulation + (3) Department of Navy Financial Management Policy Manual, August 2018 and + (4) Department of Navy Budget Guidance Manual. + Ability to perform work under minimal supervision. + Ability to handles complex issues and problems and refer only the most complex issues to higher-level staff relating to internal and external funding activities. + Must possess comprehensive knowledge of subject matter area.
