Summary This Administrative Officer position is located in the Bureau for International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A). This position serves as an Administrative Officer, providing the full range of administrative services to the Office of Aviation (INL/A), and to the INL/A staff located at Melbourne, Florida, Washington, DC, and multiple overseas locations. Responsibilities Serves as the primary staff officer for administrative and personnel liaison services for the Office, supporting the Director and the INL/A staff in all phases of administrative work, Serves as the Office of Aviation Employee Training Coordinator responsible for assisting supervisors in the preparation of Individual Development Plans, preparation of training requests, and scheduling training courses Develops statements of work and comprehensive cost estimates for Personal Services Contracts (PSC) and third-party contracts. Provides administrative and travel budget oversight, control and execution for personal services and third-party contracts. Reviews and analyzes administrative programs and/or policies in place and makes recommendations to Director and Deputy Director Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience performing and contracting administrative functions. Experience developing budget estimates, justifications and advising on and negotiating contracts. Experience developing and coordinating on staffing resources. There is no substitute of education for specialized experience for the GS-13 position. Education Education requirements do not apply to this vacancy announcement.
